Investment Reform for Kids

Putting children first in our funding decisions

Every decision we make has the power to improve conditions for families and children. 

This includes big decisions about how we spend government and philanthropic money. Who makes the decisions, how the resources flow, how the work is done, and how we hold ourselves accountable are important for the outcomes for kids. 

When we invest in children and families we can create safer, healthier communities, now and into the future.

What we're already achieving

Under Queensland Kids Partnership, decision makers, funders and community members are joining together to support ways to:  

  • invest in what matters and what works in ways that value evidence and delivers value
  • maximise positive outcomes for children across systems (e.g. through co-investment and commissioning)
  • support collaboration, community voice and self-determination
  • reduce duplication.

Collaborative commissioning

The Breakthrough Innovation Groups (BIG) are designed to bring people together to tackle a significant, shared system challenge and, through collaboration, achieve breakthroughs that help make place-based work more possible and more impactful.

BIGs are a dedicated space for bold thinking, practical learning and rapid prototyping.

As one of the Nodes of the Queensland Places Network, Logan Together is leading the first BIG on Collaborative Commissioning.

The Network connects place-based initiatives  across Queensland to learn together, optimise levers for change and shift systems.

The Network sets out to increase efficiencies, drive innovation and future proof our Queensland place based eco-system by building capability, establishing collaborative governance, and catalysing systems change.

Broadly, we can do better for kids by: 

When we’re funding human services (commissioning) there are four recommended principles (Source: All together: A new future for commissioning human services in NSW, Sydney Policy Lab, University of Sydney 2020):

  1. need to build relationships and trust
  2. elevate the role of communities in planning and delivery
  3. allow for experimentation, reflection and evolution
  4. rethink funding models to invest in people and communities.

Propositions for Investment, Commissioning and Contracting Reform

Queensland Kids Partnership (QKP) proposes that the Queensland Government commit to advance Investment, Commissioning and Contracting Reforms for child, youth and family development, wellbeing and safety services provided to government agencies and non-government organisations. This paper outlines a suite of recommendations.

Towards a Roadmap for Smarter Investment - Discussion Paper

The purpose of this Discussion Paper was to stimulate discussion about how to improve investment for children in Queensland. It includes an overview of the challenge, current situation, precedents, and a proposition to optimise investment by focusing on commissioning. A Roadmap outlining the steps to achieving this aspiration is currently under development.
